The resign process this season has been met with scrutiny and confusion.
A new system will be implemented effective immediately* that will hopefully put to rest any concerns or doubts.
Here's how it works:
Once you have decided that you are committed to resigning a player, you will make a post in the Resign Your Player section. Then, a player agent (PA) from the trade committee or the CIO makes himself known in the thread. Other General Managers will message this player agent with offers for a period of 72 hours. The player agent will use these offers to gauge the market value of the player. After those 72 hours have elapsed, the player agent will begin communicating with the GM who created the resign thread with initial demands, based off the highest offer received during those 72 hours. With other teams sending offers to the player agent, the value of the player is gauged and the team using the resign has every opportunity to match and counter-offer. If the person using the resign declines to match, a bidding process begins with the team that offered the highest for him. But the person using the resign is given every possible chance and opportunity to resign and is always in the loop and informed of any offers. Offers that are submitted to the player agent are binding and if the offer is the highest, you are obligated to fulfill your end of the deal and pay the contract.
Once you create a thread wanting to resign a player, that counts as one resign.
In the rare circumstance that a player receives very few offers (1-2) or no offers at all, the PA will make a demand. There will be a list of the number of offers a player has received.
To ensure that this process doesn't turn into a giant corruption scheme,
Much of this process is based off the old RFA process, the only exception being that teams have to have cap space already available to sign a player and make a valid offer.
*The Al Horford resign is excluded from this new system

To ensure that this process doesn't turn into a giant corruption scheme,
- ALL conversations between PAs and GMs must be submitted to me.
- ALL conversations pertaining to a free-agent (so any offers) and all conversations between a PA and a GM are sent to me.
- I will do the same (send any conversations to a player agent or the CIO)
