Update: In consultation with the league commissioner, I've removed the Stepien part of the proposal, due to concerns with a GM trading away a pick early in the year, then quitting, leaving a future incoming GM to inherit a team missing it's own 1st Rounder for 3 of the upcoming 4 years and might make it unpalatable to inherit that franchise. Given that protecting the value of teams and keeping them in acceptable shape for future GMs, this is a reasonable position, so I've conceded the issue.
The 2020 Freedom Act proposes3 2 rule changes to empower you as a GM and allow you more freedom in trading.
Its only goal is to unlock your assets and let you run your team how you choose.
There is already a Trade Committee to protect teams! These archaic and often arbitrary rules were simply copied or (worse) misinterpreted from the NBA and don't belong in a fantasy league.
1. STEPIEN
Current: "Picks with an asterisk can only be traded in their current year during the full allotted rookie draft period. For example, if we are in the 2019 season and I have traded my own 2020 first round draft pick, I can not trade my 2019 first round draft pick until the first day of the 2019 rookie draft."
New: Asterisked first round picks can now be traded IN THEIR CURRENT YEAR at any point, not just during the draft. An asterisked 2019 pick can be traded in the year 2019 (like the NBA.)
1. SUMMER FA
Current: "Players signed during Off Season Free Agency (excluding those players whose options have been picked up or resigned) or rookies from the most recent draft class cannot be traded until December 15th of the regular season following their signing."
New: Rookies and players signed during Off Season Free Agency can be traded once the season starts.
2. RE-SIGNS
Current: "GMs cannot re-sign players until July 19th", locking them out of trading players they need to re-sign after the season ends and preventing them from trading re-signed players for rookies or picks.
New: GMs can now re-sign players the second the Guru finals ends, unlocking their superstars for trade and allowing them to trade them over the entire summer, not just the end of it. This now allows for trading rookies for re-signed players during the rookie draft period, which was not possible last year.
